Under which of the enumerated purposes they claim the right to do this live stock business, whether under the words "Inutual benefit " or the words "sporting purposes," it is perhaps not worth while to inquire.

Although there has not, as yet, been any j udicial decision by the courts of this State on the question, I think it would be safe to say that the Legislature which passed this " Club Act," did not contemplate that it was framing a general statute for the creation of Insurance Companies.

 

 

As a matter in which the public is interested, it may be proper to add that under this statue, these companies are not required to have any capital, nor to maintain any reserve fund whatever as security for the payment of their obligations. They are not required to report to this Department and the Superintendent has no right to examine them, nor any jurisdiction or control over them. .
