          James McDonald sentenced to three years In the penitentiary. Elija
          Corder and Henry Conrad acquitted.
384   Store of J. A. Munday, Natural Bridge, Va., burned March 10, 1919.
          Robert Scott given ten years in the penitentiary. Clarence Stewart,
          Cliff Stewart, John Carter, Lawrence Ward and Clay Fields dis-
          charged.
387   Barn and granary of Mrs. Bettie Helston," Rocklngham county, burned
          November 30, 1918. Leonard Lilly arrested and sent on to grand
          jury, Indicted, bailed, tried and acquitted.
391   Dwelling of W. G. Burnett partly destroyed April 26, 1919.  Strong
          suspicion, but not considered sufficient to secure indictment.
392   Wheelwright shop of J. I. Drumheller, Shores, Va., burned June 15
          1919.  Unknown.
393   Hay stacks belonging to R. L. Clare, King George county, burned
          December 30, 1918. Unable to secure sufficient evidence to convict.
394  Residence of S. W. Hearn, Smithfield, Va., fired April 20, 1919.  Unable
          to secure sufficient evidence to warrant an arrest.
395   D. H. Gowing Veneer Company, Portsmouth, Va.  Two fires, May 27
          and June 5, 1919.  Suspect 12 years of age, but unable to secure
         sufficient evidence.
396  'T. L. Byrd, Accomac county, tenant house, burned June 24, 1919.
          Parties in neighborhood kicked on price negro tenants were charg-
          ing for gathering potatoes, and in order to get rid of them set
          fire to house.   Unable to gather sufficient evidence to warrant an
         arrest.
397   Dwelling and contents of Isaac Custer, Rocklngham county, burned July
          5, 1919.   Tom Bare arrested, tried and discharged.
398   Barn of Calvin Bare, Rocklngham county, burned July, 1910.  Name of
         suspect given to grand jury with all evidence, but grand jury failed
         to indict.
399   Bam of John Turner, Rockingham county, burned August 22, 1918.
         Glenn Stroop Indicted, tried December 16, 1919, and acquitted.

400   Henrietta Apartments, Norfolk, Va.  Six fires.  Mrs. A. W. Hart ar-
         rested charged with starting the fires.  At preliminary trial before
         police justice she was acquitted.
401   Outhouse of Sam Jones, Culpeper, Va., fire August 15, 1919.  Care-
         lessness of servant.
402.   Stables, etc., of Moses Stevens and Henry Smith, Alexandria, Va.,
         August 30, 1919.  Undoubtedly of incendiary origin, but unable to
         obtain any clue.
403   Dwelling and contents of Mrs. Mollie Queen, Fluvanna county, Septem-
         ber 15, 1919.  Suspicious, but unable to obtain sufficient evidence
         to justify an arrest.   This party had suspicious  fire in North
         Carolina a short while before moving to Virginia.
404   Vacant stable, property of Mrs. J. D. Moore, Salem, Va., fired Septem-
         ber 16, 1919.  It is the opinion that this stable was set on fire with
         tlie intent of burning adjoining property.   Unable to obtain suf-
         ficient evidence to justify an arrest at present, and as the suspect
         has left for West Virginia, it was thought best to suspend the
         investigation, for the present at least.
405   Dwelling of W. E. Hutchinson, Alexandria county, September 18, 1919.
         Satisfied this was an incendiary fire, but unable to obtain any clue
         or motive.
40i;    Stables of W. P. Hiden, Newport News, Va., .October 1, 1919.   After a
         thorough investigation it was determined that this fire was of an
         accidental nature.
407   Dwelling of J. C. Core, Norfolk, Va., October 3, 1919.  Unable to secure
         any evidence at this time.
40S   Saw mill of J. L. Harrison, Wythe county, October 29, 1919.  Sus-
         picious, but unable to secure any evidence against suspect.
409   Stable and contents, including live stock, property of Albert Williams,
         New Kent, Va., burned November 5, 1919. Unable to obtain any
         definite information as to the guilty party.
410   Dwelling of J. W. Harvey, Lynchburg, Va., burned November 18, 1919.
         Warrant issued for Clarence Clark, charged with the burning.
         This party skipped the city and is still at large.
411   Norfolk Metal Plating- & Galvanizing Company, Inc., Norfolk, Va.,
         burned November 21, 1919. No evidence available.
412   Tobacco barn and contents, property of J. R. Hodges, Franklin county,
         burned December 21, 1919.  Unable to obtain any evidence leading
         to a clue.
413   Drug store of Charles Turner, Richmond, fire January 20, 1920.  Rather
         a peculiar fire, but may have been caused by crossed wires.
414   James River Furniture Company, Richmond, Va., January 6, 1920.  Sev-
         eral fires at this plant.  One fire several hours before the one in-
         vestigated, but investigation showed there was no connection be-
         tween the two last fires.  Unable to obtain any evidence showing
         it to be of Incendiary origin.
415   Slaughter house of A. Greenburg & Son, Danville, Va., February 27.
         1920.  Unable to determine at this time origin of fire.
416   Belmont School, Roanoke, Va., March 8, 1920.  Unable at this time
         to develop any evidence to justify arrest of suspect.

418   Fourteen houses at Gordonsville, Va., burned April 6, 1920.  D. D.
          Hunt arrested, tried before jury and acquitted.
                                Inspections
    Portsmouth—May, 1919.  305 inspections, 81 requests for corrections.
    Norfolk—July.  538 inspections, 212 requests for corrections.
The foVoicing colleges and public institutions were inspected:
    Farmville State Normal School.  Condition first class.
    Lynchburg, Va.  Kandolph-Macon Female College. Condition A-l.
    West End College.  Equipment could be improved.  Arrangements are
such that danger to human life in event of fire is practically nil.
    State Epileptic Colony, Amherst county.   Chemical extinguishers not
labeled.  Well distributed, with the exception of the stables, none being at
that point.  This matter was taken up with the engineer, the superintendent
being absent at time of inspection.
    Sweet Briar, Amherst county.  Equipment for fighting fire satisfactory.
Halls not lighted at night, exits not marked by lights; no night watch service
maintained.  These defects are out of keeping with the otherwise high stand-
ard of this institution.  Written request has been filed with the management
to correct this menace to human life, but so far as I am aware this request
has not met with the courtesy of a reply.
    Bedford City.  Randolph-Macon Academy.  Conditions very satisfactory.
    Salem.  Elizabeth College.  One correction requested.  Roanoke College.
One correction requested.
   Roanoke.  Virginia College.  Conditions highly satisfactory.
   East Radford.  State Normal.  Conditions A-l.
   Marion State Hospital. Good condition.
   Bristol. Sulllns Female Institute.  First class condition.
   Petersburg.  State Hospital.  No corrections.  Great pride is taken in
keeping equipment in condition and in practicing fire drills.
   Blacksburg.  V. P. I.  Conditions first class.
    Danville, Va.—Inspected October 30, 1919, by Virginia Fire Prevention
Association.  Their report shows 416 Inspections with 99 requests for improve-
ments.  Latest information obtainable shows 54 of these requests have not
been complied with.
   Newport 'News—Inspected November 25, 1919, by Virginia Fire Prevention
Association.  Inspections £03 with 96 requests for corrections.  These cor-
rections have been taken up by the chief of the fire department with highly
satisfactory results.   In December 49 additional corrections were secured
through the co-operation of the fire department officials.
   Roanoke—253 Inspections, 73 requests for corrections.
   Lfinc1i1)urg—218 inspections, 64 requests for corrections.
   Housekeeping conditions in both Lynchburg and Roanoke show decided
improvement.
